feat(api): 添加系统补贴功能

- 在API路由中新增系统补贴接口
- 在通用枚举中添加系统补贴佣金类型定义
- 实现系统补贴任务方法，支持向指定用户发放补贴
- 添加数据库记录插入和用户余额更新逻辑
- 配置补贴发放的账单详情和佣金类型标识
